State of Michigan Emergency Operations Center
The State of Michigan Emergency Operations Center represents a significant advancement in state emergency response capabilities, combining new construction and strategic renovation to create a FEMA-compliant hardened facility. The $17.75M project at the State's Secondary Complex encompasses 27,250 square feet of new construction integrated with 38,000 square feet of renovated space, creating a unified command center for multiple critical operations.
The facility houses the Lansing Regional Communications Dispatch Center (LRCC), Emergency Operations Division, Michigan Public Safety Communications System Division, and Michigan Intelligence and Operations Center, all within a hardened structure designed for 24/7/365 operation. The design incorporates sophisticated redundancy in electrical, technological, and audiovisual systems, ensuring continuous operation even if both primary and secondary systems fail.
The facility serves dual purposes: housing continuous LRCC operations while maintaining ready capability for emergency activation by the Governor's office, at which point it becomes a central communication hub coordinating local, state, and federal emergency response agencies. PARTNERS' design ensures the facility meets FEMA compliance standards for structural hardening while creating an efficient, collaborative environment that enhances Michigan's emergency response capabilities. The project demonstrates how advanced engineering and thoughtful design can create a facility that's both highly secure and operationally efficient.
